The assessment revealed the issue wasn't service quality directly — it was client communication during delivery phases. Clients were disengaged from the process and felt they had limited visibility. The staffing levels were appropriate. The communication process wasn't.

Family aligned on base scenario, first new location opened on schedule
The pathway document became the decision reference for the family. They chose the base scenario and have since opened one location on the planned timeline. They are currently reassessing the second location in light of that first opening's results.
